Council Consideration of a Cooperative Agreement for the North Gurley Avenue Bridge Planning Study Between the Wyoming Department of Transportation and the City of Gillette.
BACKGROUND:
For many years, the City of Gillette has been repairing the existing Gurley Avenue Railroad Overpass. With the last major deck repair, the City started an annual inspection of the overpass. With the latest inspection, many structural concerns were noted and identified. For this primary reason, the City looked into a variety of solutions to begin the process of selecting a location for a replacement overpass when the time comes. Having discussions with WYDOT on potentially replacing the existing railroad overpass, started a collaborative effort in finding the best program that could help guide the project on moving the project forward. WYDOT came forward with some available planning grant money to complete a planning study for a possible new railroad overpass. This Cooperative Agreement between WYDOT and the City of Gillette will allow a consultant to be hired to complete a Planning Study for the project. Items to be completed with the Study include: reviewing and prioritize options of locations of a new railroad overpass may be constructed, take into account the environmental and social concerns of different locations for the overpass, cost estimates for a future project and looking into potential funding sources for the project. 
ACTUAL COST VS. BUDGET:
The Cooperative Agreement is a 90.49%/9.51% match through the initial $50,000.00.  WYDOT will pay for $50,000.00 and the City will match $4,755.00 for a total of $54,755.00.  The agreement also states if the cost of the Planning Study comes in higher than this amount, the City will be required to cover any remaining costs. 
SUGGESTED MOTION:
I move for Approval of a Cooperative Agreement for the North Gurley Avenue Bridge Study between WYDOT and the City of Gillette.
