Council Consideration of a Professional Services Agreement for Public Involvement Associated with the 2020 Sanitary Sewer Replacement Project, with HDR, Inc., in the Amount of $27,025.00 (1% Project). 
BACKGROUND:
This contract will consist of assisting the City with public outreach for the 2020 Sanitary Sewer Main Replacement Project.  The design is currently underway for the project with HDR.  With the majority of the overall project taking place on Lakeway Road between 4-J Road and Highway 59, the need to efficiently and effectively communicate with the many business owners along this stretch is important for the overall success of the project.  The project scope is to slip line the existing sanitary sewer main in Lakeway, replace the water main fittings along Lakeway and to rotomill and overlay the existing roadway section. The pavement is showing major signs of distress due to rutting and something needs to be done to keep the street in good condition. The sewer main repairs within Lakeway do not have to be the typical method of open trench type of construction that everyone is used to seeing.  Lining the sewer main means the contractor will clean out the existing sewer main, pull in a liner through the main made of a soft polymer, then blow up the liner inside the pipe and it adheres to the inside of the existing sewer pipe walls.  Steam, hot water or even LED lighting can be used as the agent to cause the chemical reaction for the soft polymer to turn into a hard PVC like liner inside the pipe. Even though the construction project doesn't dig up all of the sewer main along Lakeway, other areas of the project will be open trenched to replace the existing pipe. Portions of Emerson Street, Edwards Avenue, KG Town Center and Sioux Street will have the typical open trench repair method.

 

Due to the entire street width of Lakeway being rotomilled and overlayed with a new 3" thick asphalt surface, access to businesses and residents driving Lakeway Road will be affected throughout the entire time of the project.  With everything going on and how busy Lakeway Road is with daily commuters, staff feels having additional help on the upfront public involvement will reduce the amount of phone calls and concerns during the project. Staff is hoping to "spread the word" about this project so everyone knows about it before the construction project begins.  Getting informed consent from the affected business owners and residents informed is the goal with this agreement.  By talking with the affected residents, we hope the informed consent will allow people to KNOW what the project entails, WHEN the project will take place, PROVIDE people with a contact person (City Engineering Project Manager) and GIVE them a way to express any concerns with the project. 
ACTUAL COST VS. BUDGET:
The cost for this Public Involvement Professional Service Contract is $27,025.00.  The estimated cost of the overall project is $4.2 million for the 2020 Sanitary Sewer Main Replacement Project.  The contract will be funded from the 1% Optional Sales Tax.
