Council Consideration of a Professional Services Agreement for the Pump Station Number One Upgrade Project  for Engineering Design, Bidding, and Construction Phase Services to HDR, Inc., in the Amount of $403,236.14.
BACKGROUND:

The City of Gillette uses multiple wells to pump raw water from the Fort Union and Fox Hills formation to Pump Station No. 1 (PS1).  At PS1, dissolved gasses are removed prior to disinfection with chlorine gas to meet potable water standards. After disinfection, water is pumped to the City's distribution system, where it blends with the City's Madison water supply.

The current chlorine gas dosage system was built in the 1990's and much of it is approaching the end of its useful life.  Additionally, much of the area adjacent to PS1 has had significant changes to its land use, which poses risk to City staff and the public in the case of a failure in the chlorine gas system.  As a result, the City had a study completed in 2012 to evaluate various options to upgrade the disinfection system to meet the needs of the City.  The recommended alternative is a new on-site sodium hypochlorite generation system.

A request for proposals was issued in July, 2019, seeking interest from engineering firms for the project. Proposals were submitted by Burns & McDonnell, HDR and WWC Engineering.  Staff reviewed the proposals and is recommending a contract be awarded to HDR to provide the design, bidding, and construction phase services for this project.

ACTUAL COST VS. BUDGET:

HDR's fees for this project will be $403,236.14 and includes design, bidding, and construction phase services.
