Council Consideration of a Bid Award for the Annual Pavement Maintenance Project to Hardrives Construction, Inc., of Billings, Montana, in the Amount of $399,754.10 (1% Project). 
BACKGROUND:

Street maintenance is needed throughout the life of any asphalt or concrete pavement. The Pavement Maintenance Project was budgeted to help extend the life of street surfacing. The overall project has both a scrub seal and a chip seal with in it. The scrub seal project limits is on Warlow Drive from Burma Ave to Garner Lake Road and the Chip Seal portion is located at the Wastewater Treatment Plant on the road to the green waste drop-off site (see the attached map). 

 

A scrub seal is where an asphalt emulsion (liquid asphalt cement and water) is placed on the surface and smoothed out with a broom to fill in and seal each crack in the surface. Once placed and smoothed out, a chip seal (small chips of screened rock on top of asphalt oil) is placed on the roadway section. Once the chip seal has been rolled in, a fog seal (asphalt oil sprayed on top of the rocks) is placed on top of the chip seal. The scrub is cheaper and quicker to complete than a rotomill and overlay or full depth replacement of the surfacing.  Once the scrub seal process is completed, traffic is able to be back on the surfacing in 1-2 hours.

 

This method of maintenance is mainly utilized on streets that are still in good condition with some wider cracks in it. We anticipate using this method of construction for streets that have a condition index of 65-80 using our PAVER software. We expect this type of maintenance technique to extend the life of the street by 5-7 years.

 

A chip seal is placing a layer of oil down, placing small chips of screened rock down and then covering those chips with another layer of oil. With the minimal amount of daily traffic at the WWTP, we hope the chip seal helps with the dust on the gravel section of the green waste roadway. 

  

ACTUAL COST VS. BUDGET:

The City of Gillette, Purchasing Division, opened bids for the project at the City Warehouse on Tuesday, January 21, 2020 at 10:00 A.M.

BID IRREGULARITIES: No bid irregularities were found. All four bids were received on time, three (3) bids included a “Certificate of Residency” and the 5% Wyoming Preference was applied to one bid, Hardrives Construction, Inc. of Billings, MT.

 

CONSTRUCTION ESTIMATE: The total construction cost for this project was estimated at $373,844.00 and was prepared by the City of Gillette Engineering Division. The low bid from Hardrives Construction, Inc. was $399,754.10, with 5% added by the Wyoming Preference Act their bid totaled $419,752.31, which was still less than the second lowest bid of $526,829.50. The Hardrives Construction, Inc. bid was approximately 7% higher than the Engineer’s Estimate. The difference will be made up from savings on previous projects.

Budget: The funding for this project has been allocated from the 1% Optional Sales Tax.
