| Council Consideration of a Bid Award for the PMS 2013 Schedule C Project, to Include the Base Bid and Additive Alternates 1 and 2, to Powder River Construction, Inc., in the Amount of $889,176.50. |
| BACKGROUND: |
This project will consist of the extension of the 12" water line from Garner Lake Road to north of Nordgaard, looping water mains on Nordgaard and South Butler Spaeth Road, installing fire hydrants to extend fire protection, milling of temporary asphalt surface for reuse as blended base course, new asphaltic concrete paving for Nordgaard and South Butler Spaeth Road, storm sewer from Nordgaard to Garner Lake Road, and curb and gutter along the east side of South Butler Spaeth Road. Additive Alternatives
It appeared by the initial Engineer's Estimate that the project would be over budget. The project was set up with two (2) Additive Alternative bid sections to allow a selection of scope that would remain in budget. Additive Alternative 1 consisted of the reuse milled asphalt temporary surfacing from the site by blending with virgin aggregate base for use as base course for the new paving. The Base Bid contained a bid item for virgin base. Alternative 1 resulted in a deduction from the Base Bid. Additive Alternative 2 included the water line that looped South Butler Spaeth to the north end of Nordgaard, down Nordgaard to Highway 59. Due to the very competitive bids, it is recommended to award the Base Bid, as well as Additive Alternatives 1 and 2. Bid Opening
The bids were opened and read aloud at 2:30 p.m. on April 2, 2013 by the City of Gillette, Purchasing Division. Six (6) bids were received. The results are as follows:

Several minor errors were discovered in the bids, but none were determined to be irregularities that would require the rejection of any bid nor change the relative bid ranking.
The project has a 70 working day schedule to final completion. |
| ACTUAL COST VS. BUDGET: |

There was an 11% spread between highest and lowest bid, however, there is only a 1% difference between the three (3) lowest bidders. The low bid is 23% less than the Engineer's Estimate.
The funding for this project is included in the Optional 1% Sales Tax Fund 201-1011-419.43-31.
