SUBJECT:
An Ordinance Providing for the Annual Appropriation of Money for the Maintenance of the City of Gillette, Wyoming, for the Coming Fiscal Year.
BACKGROUND:
Total Fiscal Year 2013-2014 budgeted expenses:  $206,872,118 (which includes $84,300,227 for the Madison Waterline Project)

The attached budget has been reviewed in public workshops by the Mayor and City Council during the month of May.  This recommended budget includes all changes as discussed at those meetings.

A Public Hearing has been advertised for 7:00 p.m. on June 17, 2013 at City Hall for consideration of the Fiscal Year 2013-2014 Budget.  The public hearing and the approval of the budget are scheduled for the regular City Council Meeting.

As in keeping with past practice, staff recommends that an emergency be declared and that the ordinance be approved on emergency so that it will be effective immediately.  According to W.S. 16-4-111, the budget ordinance should be approved within 24 hours of the hearing.

SUGGESTED MOTION:
I move for the approval of the ordinance adopting the FY2013-2014 budget for the City of Gillette.

This motion should be seconded and then during discussion, a second motion should be made and seconded to amend the ordinance to approve the ordinance on an emergency basis.

That motion could be:

I move that this ordinance be amended to be approved as an Emergency Ordinance so that it shall be in full force and effect upon one reading and upon proclamation by the Mayor.

That motion should be seconded and then after discussion, the Motion to amend the ordinance to pass it as an Emergency should be voted on.  It passes if it received 6 votes.

When the Emergency is approved, the ordinance as amended is back in discussion and then can be voted on a second time, and will pass as an Emergency if it receives 6 votes.  The Mayor then announces or proclaims the result and the ordinance is immediately effective.
