Attached is a copy of Amendment One to the Project (Funding) Agreement with the Wyoming Water Development Commission (WWDC) for the First Phase of the District Extensions Project for your approval.
Amendment One increases the Grant Appropriation from $703,500.00 to $6,197,500.00 for this project.
On behalf of the various Water Districts within the Regional Water Designated Service Area (DSA), and on behalf of Campbell County, the City of Gillette submitted an application to the WWDC in August 2011 for design, permitting, easement acquisition and construction funding for 67%, or $40 million, of the $60 million total estimated project amount for the Gillette Regional Water Supply Project - District Extensions. Based on feedback received from the various Water Districts in June/July 2011, City and County staff prioritized the District Extensions for phased funding consideration as part of the August 2011 WWDC funding application.
The 2012 Wyoming State Legislature approved funding for design. The City approved the original Project (Funding) Agreement during the July 2, 2012 meeting for grant funding in the amount of $703,500.00, which is 67% of the design budget amount of $1,050,000.00.
The 2013 Wyoming State Legislature approved funding for construction. Amendment One (attached) authorizes the remaining construction grant funding for the project. The total grant funding amount is now $6,197,500.00, which is 67% of the total project budget amount of $9,250,000.00.
Staff recommends approval of Amendment One.
