Council Consideration of Approval of the Integrated Amended Gillette/Wright/Campbell County Fire Protection Joint Powers Agreement Second Amendment - May 2013 D.B.A. Campbell County Fire Department.
BACKGROUND:
Campbell County has approved draft amendments to the Fire Joint Powers Agreement and has sent the document to Wright and Gillette for approval. This draft contains mostly housekeeping changes. We have attached both a redlined version and the final version so that it is easy to see the changes.

There are changes to the budget submission schedule in Article III A. (g), and Article IV to require that the Fire Board submit its budget the first Friday of April instead of June, which should simplify review.
Article III A. (i) has been amended to require that the Board minutes reflect checks as well as warrants issued against the monies belonging to the Board.
Article III A. (k) has been amended to clarify that wellness and recognition are included within the Campbell County policies that will apply to the Fire Department.
Article IV contains additional amendments to include the Wildland Fleet Program in the vehicle replacement account. In addition the same  language that is in the draft amendments to the Camplex JPA is included which provides that if  the 1% sales tax is defeated or if Sales tax revenue decreases by over 20% in any one year there may be discussion between the parties concerning the Budget and distribution of funding.
The language from Article entitled DURATION has been moved to a new Article VI entitled Duration and Termination. That same language has been incorporated in the Camplex Joint Powers Agreement.
