Council Consideration of an Amendment to the Professional Services Agreement for Construction Phase Services for the Schoonover 12-inch Waterline to be Funded by the Wyoming Business Council Grant and to be Installed in Conjunction with Contract 4a of the Gillette Madison Pipeline Project, with Burns & McDonnell Engineering Co., in the Amount of $53,710.00.
BACKGROUND:
Burns & McDonnell Engineering Co. (B&McD) was retained by the City of Gillette to perform Engineering Design Services for the new 12-inch treated water distribution pipeline that will be installed within Schoonover Road between Swanson Road and Patty Ave. as part of the Liebherr Phase II Water Line Project (11EN04).  B&McD's fee to perform the design work was $16,436.00.  B&McD completed the design in the spring of 2012.

Separately, the City entered into a change order with Garney Wyoming, Inc. in the amount of $500,504.00 to install the 12-inch Schoonover water main in conjunction with the City's separate Gillette Madison Pipeline Project (07EN58).  Garney intends to begin construction of the new Schoonover waterline in the next few weeks.

Attached for your review is Amendment No. 2, to Burns & McDonnell's Construction Phase Services Contract to perform construction administration and inspection services for the new 12-inch Schoonover waterline.

For funding reasons, this work is being considered separately from B&McD's Amendment No. 1.  The Wyoming Business Council is funding the majority of the Schoonover waterline (Amendment No. 2), while the Wyoming Water Development Commission is funding the majority of the Gillette Madison Pipeline Project (Amendment No. 1).

Staff recommends your approval.
ACTUAL COST VS. BUDGET:
All costs associated with B&McD Amendment No. 2 will be tracked and paid within the Gillette Madison Pipeline Project (07EN58) from Budget Account No. 301-70-72-441-70-47414.  The Madison Fund will be reimbursed from the Liebherr Phase II Water Line Project (11EN04) for all costs associated with the Schoonover waterline project.  A Wyoming Business Council Grant is paying for the majority of the costs for Schoonover waterline.  Contributions from the Southern Industrial Improvement District are paying the remaining balance of the costs associated with this project.
