SUBJECT:
Council Consideration of a Bid Award for the City Hall HVAC Replacement Project to Powder River Heating & Air Conditioning, Inc., of Gillette, Wyoming, in the Amount of  $962,107.00. ($937,107.00 + $25,000.00 Contingency).
BACKGROUND:
At the April 22, 2013, City Council workshop, Council authorized staff to use remaining funds from FY13 to begin the process for the City Hall HVAC Replacement project.  Staff presented the project in six (6) phases as follows:

Phase I:
Replace air handling unit 3-way valves with 2-way valves
Replace cooling tower and variable volume condenser water loop retrofit
Estimated cost:  $425,000
Phase II:
Replace pneumatic controls with DDC
Estimated cost:  $300,000
Phase III:
Addition of reheat to VAV boxes that serve zone currently heated by perimeter baseboard.
Estimated cost:  $170,000
Phase IV:
Replace domestic water heat exchangers
Replace motors utilizing premium efficiency motors
Estimated cost:  $160,000
Phase V:
Replace boilers with high efficiency condensing boilers
Estimated cost:  $164,000
Phase VI:
Replace chiller plant
Estimated cost:  $550,000

Approval of this request will initiate Phase I, II & VI, of the City Hall HVAC Replacement Project.  Phase VI was added to the project shortly after the presentation to City Council on April 22, 2013, when one of the City's chillers died unexpectedly.  So this project has been expanded due to the critical need for a 2nd chiller and the associated upgrades.
ACTUAL COST VS. BUDGET:
The engineer's estimate for these three (3) phases is a total of $1,275,000.  Staff is requesting $962,107 ($937,107 + $25,000).  The $25,000 is for a contingency, which will not be utlized if not needed. 
SUGGESTED MOTION:
I move to approve a Bid Award for the City Hall HVAC Replacement Project to Powder River Heating & Air Conditioning Inc., of Gillette, Wyoming, in the Amount of $962,107.
