SUBJECT:
Council Consideration for the Acceptance of Public Improvements Associated with the Highway 50 Reconstruction Project, from Lakeway Road to Highway 14-16, Including West Second Street from Echeta Road to Decker Court, in Accordance with the Plans and Specifications Prepared by the Wyoming Department of Transportation.
BACKGROUND:
The Wyoming Department of Transportation undertook a project to reconstruct Highway 50 (Skyline Drive) from Lakeway Road to Highway 14-16 (Second Street), including reconstruction of Second Street from Echeta Road to Decker Court. The project consisted of a complete road reconstruction and widening including new storm sewer, sidewalks and trails, traffic signals and roadway lighting.

The City partnered with WYDOT to install infrastructure improvements to City owned facilities within the WYDOT project and also collaborated on enhancements and context sensitive amenities. These collaborative improvements consisted of oversizing of the storm sewer, minor relocations of water and sanitary sewer mains, installation of the Madison water main, installation of new roadway lighting, sidewalks and the trail system from Lakeway Road to Westover Road, two (2) flag pole monuments, the asphalt overlay of Lakeway Road from Highway 50 to Burma Avenue and the traffic signal at Lakeway Road and Highway 50. WYDOT also paid the City for damages to the landscaping and irrigation system on Second Street and Highway 50, and near the Interstate 90 interchange, which was used by the City to replace the landscaping and irrigation under a separate project.

The majority of the construction occurred in 2011. WYDOT requests the City take formal action to accept the public improvements installed in their project.
ACTUAL COST VS. BUDGET:
The cost of the infrastructure improvements, installed and partially funded by the City, within WYDOT's project were contained in various WYDOT accounts which corresponded to the different project Agreements. The WYDOT accounts/Agreements were STPU-0007162, STPE-0300046, ARSCT-0300A01 and ARSCT-0300A02. The City has paid $294,271.70 for the utility and roadway enhancements and $1,895,900.38 for the portion of the Madison water line installed with the project. All costs were initially paid by WYDOT who had estimated the total cost of the project to be in the amount of $15,081,582.63.
