The City of Gillette originally entered into a Delegation Agreement with the Wyoming Department of Environmental Quality (DEQ) in 1983. The City and DEQ have successfully operated under the original Agreement for approximately thirty (30) years, however many of the exhibits and terms of the orginal Agreement have become outdated and required updates. As such, the City and the DEQ have been working on updating the Agreement for the past several months.
The updated Agreement provides a current map of the areas being provided City utility services, including the new Regional Water System Designated Service Area. The Agreement also identifies the required qualifications for the City Engineer and Building Official, updated permit and permit application forms, records and retention protocol, as well as providing a current Organizational Chart for the Development Services Department.
As part of the update of the Agreement, the City of Gillette will continue to provide review and permitting services for City owned utility projects, in addition to private subdivision development, in which the City will sign the Application for a Permit to Construct as the Utility System Operator. For development that the City will not accept improvements and/or the City will not be the Utility System Operator, the developer will be required to permit their private system through the DEQ.
