Youth Emergency Services (YES) has been planning a project to construct a new facility upon the land that they lease from the City, adjacent to McManamen Park. The last project was the Center of Hope which was begun in 2010. As part of that project, a Memorandum of Understanding (MOU) was approved by the City, Campbell County and YES describing the project, the management of the project and the funding from the three entities. A new MOU has been negotiated between the same parties which describes their roles and responsibilities and the funding that each will contribute to the new project, the Girls Residential Treatment Facility. Pursuant to this MOU, the City will contribute up to $1,463,800, the County up to $1,000,000 provided it is matched by YES, yielding a project budget of $2,463,800. As was the case in the Center of Hope project, the City will manage the project as a CMAR project and will own the facility.
