SUBJECT:
Council Consideration for the Acceptance of Public Improvements for the City West Heated Vehicle Storage Building Project, as Constructed by S&S Builders, LLC, in the Amount of $1,896,373.28.
BACKGROUND:
This project constructed a 36,669 SF metal building and associated sitework directly west of the existing City West Facility. The structure houses portions of the City fleet that are sensitive to being stored in harsh weather conditions. The structure also allows the portion of the City fleet, that was being stored within the City West Building, to be removed from the City West Building which allows for future office expansion within the existing building footprint.

City Council awarded the construction contract to S&S Builders, LLC at their June 18, 2012 City Council Meeting. S&S Builders, LLC achieved Substantial Completion for the building portion of the project on April 2, 2013, at which time the contract was suspended until April 22, 2013 to allow for favorable weather conditions to complete the remaining sitework. Substantial Completion of the overall project was granted on May 18, 2013 and Final Completion was established on June 7, 2013.

A one-year warranty for the building began on April 2, 2013 (the time it was placed into service) and the one-year warranty for all additional items (sitework) will begin at the time of project acceptance in accordance with the contract documents.
ACTUAL COST VS. BUDGET:
The Original Contract Price was $1,862,215.00 which included the selection of Alternate A (full height liner panels) and B (additional storm sewer work). There were eight (8) change orders included in the project resulting in a net increase of $34,158.28 (1.83% of the Original Contract Price), resulting in a Final Contract Price of $1,896,373.28.

The change orders included: adjustment to contract time, a deductive change order for modification to building insulation, and additional costs for extra base material, removal of existing light pole base, modifications to existing stormceptor, milling of asphalt pavement, additional concrete material for white-topping, electrical modificiation to the fire alarm strobes and emergency lighting, additional pavement repair within Exchange Avenue, cold-weather concrete costs, and fixing a sag in existing storm sewer located within the building footprint.
