| Appointment of Carter Napier to the Consolidated Wyoming Municipalities Electric Power Joint Powers Board. |
| BACKGROUND: |
| Robin's 3 year term on the Consolidated Wyoming Municipalities Electric Joint Powers Board expires at the end of this month. This Joint Powers Board exists to assist in funding expansions to the electrical distribution systems of its members, Gillette, Torrington and Basin. Gillette has 3 members on the Board who serve staggered 3 year terms. Louise Carter-King's term runs through 12/31/2014 and Kendall Glover's term runs through 12/31/2015. This is the Board that issued the revenue bonds which funded the purchase of 23% of Wygen III from Black Hills Power. |

| I move that Carter Napier be appointed to a 3 year term on the Consolidated Wyoming Municipalities Electric Power Joint Powers Board. |
