Gillette's Contractor Licensing Ordinances, in Chapter 5 of the City Code, require testing for most of the licenses that are issued for the various trades. Each contractor must have at least one full time supervisory employee who has passed the relevant license test and that individual is known as the Master of Record. In order to ensure that work requiring a license is performed professionally, the City Code has required that a Master of Record can only be employed as the qualifying individual for one contractor or company at any given time. The Board of Examiners had been concerned that without that limitation, there might be individuals who could be listed as the Master for many contractors and not provide any appropriate supervision. The Board of Examiners is proposing a modification of this rule in the case of Masters of Record who own or are part owners of more than one company and are in supervisory positions with each company. They feel this amendment to the ordinance is consistent with the goal of ensuring supervision on one hand and will not work a hardship on otherwise qualifying Masters of Record simply because they are involved in an ownership/supervisory role in more than one business, on the other hand.
