Council Consideration for a Twelve (12) Month Extension to the Unrecorded Plat Agreement for the Pronghorn Ranch, Phase 2 Subdivision, from Thomas Civin, on Behalf of Pronghorn Ranch Properties, LLC.
BACKGROUND:
The Final Plat for the Pronghorn Ranch, Phase 2 Subdivision was approved by the Gillette City Council on March 21, 2011.  Due to a slower economy, the subdivision improvements were delayed.  The original Unrecorded Plat Agreement expired on September 21, 2012, however it was extended by City Council on November 5, 2012 for a period of twelve (12) months.  City staff has been working with the Developer since the expiration of the Plat Agreement on September 21, 2013. 

The Developer is requesting an additional twelve (12) month extension to the Unrecorded Plat Agreement in order to complete the remaining subdivision improvements for the eleven (11) lot subdivision.  The Developer has made significant progress in the past year with just a portion of road base work and paving that remain.  In addition, there has been a significant amount of infrastructure installed for the next phase of the project. 

The Unrecorded Plat Agreement will not allow the plat to be recorded or residential construction to begin until all of the required subdivision improvements are completed and accepted by City Council, thus minimizing the risk to the City.  The Developer has plans to finish the improvements by the Spring/Summer of 2014, should the extension be granted.
