Council Consideration to Pre-Qualify General Contractors for Formal Bidding Purposes for the Gillette Avenue Improvements Project.
BACKGROUND:
The City of Gillette Engineering Division and its consultant, HDR, Inc., are wrapping up the design of the Gillette Avenue Improvements Project.

The Gillette Avenue Improvements Project will include the reconstruction of municipal infrastructure and the enhancement of the streetscape on Gillette Avenue, from north of First Street to the south side of 7th Street.

The project includes complete reconstruction of six (6) blocks of urban street, with installation of approximately 20,000 SY of concrete roadway paving, 56,000 SF of concrete sidewalk, the installation of approximately 4,000 LF of underground storm sewer in sizes ranging from 12” diameter pipe up to 12’ x 4’ box culverts, and the full replacement of the existing water main with approximately 1,350 LF of 8” water main, and 2,000 LF of 12” water main.
 
Other street items include installation of new curb and gutter, ADA ramps, street lighting, traffic signals, a detailed Streetscaping Plan with structures, irrigation, and planting enhancements to Gillette Avenue. The water system will include replacing fire hydrants and approximately 2,500 LF of 4" water service lines designed to provide future fire protection.

Maintaining the project schedule will be critical to minimizing the disruption to local businesses during construction. Multiple project phases, with interim completion deadlines, will be employed to minimize public impacts.  No more than two (2) blocks will be closed for construction at one time.

Interested Contractors were required to provide information by completing, signing and attesting a questionnaire and by demonstrating they are qualified to successfully complete a large scale, complex urban street construction project with interconnected phasing, demanding completion dates, including work areas in highly visible public locations.
 
The Advertisement of Invitation for Contractor Pre-Qualification was published on December 13, 20, and 27, 2013.  A mandatory Pre-Qualification meeting was held on December 19, 2013.  The Pre-Qualification packages were due at 2:00 p.m. at the City of Gillette Purchasing Division on January 3, 2014.

Packages were received from the following seven (7) contractors: 

Concrete Works of Colorado, Inc.
DRM, Inc.
Interstate Highway Construction, Inc.
North Star Energy & Construction LLC
S&S Builders
COP Wyoming
Intermountain Construction and Materials

Based on the information provided in the Pre-Qualification packages, HDR determined the following five (5) contractors were qualified bidders as the Prime Contractor for the Gillette Avenue Improvements Project:

Concrete Works of Colorado, Inc.
DRM, Inc.
Interstate Highway Construction, Inc.
North Star Energy & Construction LLC
S&S Builders

The attached Letter of Recommendation discusses the reasons for not qualifying the remaining two (2) contractors.

This does not preclude these contractors from participating in the project as a Subcontractor to a Pre-Qualified Prime Contractor.  The Contractors that submitted for Pre-Qualification to bid will be informed of this recommendation prior to the Council Meeting.  Upon formal approval by City Council, a Letter of Approval will be provided to the Contractors that are Pre-Qualified to submit bids as General Contractors for the Project.  Only bids received from Bidders who have been Pre-Qualified will be opened following a subsequent, formal construction solicitation process.  A 5% Wyoming in-state contractor preference will apply. We anticipate the Gillette Avenue Improvements Project will begin advertising for formal bids on January 24, 2014 and receive bids on February 18, 2014.
