Council Consideration for the Authorization of the Mayor to Sign a Memorandum of Understanding (MOU) Between the Wyoming Department of Transportation and the City of Gillette for the Gillette Avenue Improvements Project.
BACKGROUND:
This MOU will permit the City to construct the proposed improvements in the WYDOT right-of-way for Hwy. 14-16 (2nd Street). The City will be reconstructing Gillette Avenue, from 1st Street to 7th Street.  The improvements will consist of replacing storm sewer, water mains, curb and gutter, pavement, sidewalks, traffic signals, lights, landscaping, and streetscaping.  Our improvements will be crossing Hwy. 14-16, which is owned and maintained by WYDOT.

The MOU identifies the responsibilities of the parties associated with the project. The City will be installing new water mains, storm sewer lines, and traffic signals in their right-of-way.  We will also be replacing some of the curb and gutter, pavement and sidewalks on their roadway.  While construction is occurring in the intersection, Hwy. 14-16 will be completely closed and traffic will be detoured.  The MOU will grant authorization from WYDOT for the highway to be closed and will allow the City to install new infrastructure within their right-of-way.
ACTUAL COST VS. BUDGET:
The Wyoming Department of Transportation has identified a cost of $20,000 to cover their expenses for reviewing our plans, permitting the improvements, and coordination of certain activities during construction.  WYDOT will bill the City their direct costs and expenses on a monthly basis.  

These expenses will be funded by the 1% Account 201-10-05-419.70-47401 (Street Enhancements) which will be part of the overall budget for the Gillette Avenue Improvements Project.

I move for Approval for the Authorization of the Mayor to Sign a Memorandum of Understanding (MOU) Between the Wyoming Department of Transportation and the City of Gillette for the Gillette Avenue Improvements Project.
