Council Consideration of a Bid Award for the Base Bid and Alternate 1, for the PMS 2014 Schedule A Project, to Intermountain Construction and Materials, in the Amount of $907,972.70.
BACKGROUND:
Base Bid

The project will consist of pavement and sanitary sewer repairs on Sioux Avenue and Wigwam Boulevard in the Sunburst area, and Darrell Street, Sammye Avenue, and Milton Street within the Fox Park Subdivision.  The repairs to Sioux Avenue will include asphalt pavement rehabilitation, concrete repairs, and sanitary sewer repairs from the frontage road of South Highway 59 to Choctaw Street.  The proposed work on Wigwam Boulevard will include the addition of curb and gutter and asphaltic concrete paving of the gravel section of Wigwam Boulevard  north of Sioux Avenue.  Work in the Fox Park Subdivision will include the cracking and seating of existing Portland cement concrete paving and asphaltic concrete overlay on Darrell Street, Sammye Avenue, and Milton Street.  Some sanitary sewer repair and upgrade will be performed on Milton Street with new main extended a short distance to the east and north on Fox Park Boulevard for future sanitary sewer access.

Additive Alternative

In consideration of the Cam-plex Annexation, an extension of the sanitary sewer main, with landowner cost participation, was included as Additive Alternative 1.  This would facilitate the extension of gravity fed sanitary sewer approximately 120 feet north along the west side of Fox Park Boulevard for the future access of sanitary sewer services to homes on Fox Park Boulevard.  The full cost of this additive alternative is approximate 3½% of the Base Bid. The landowner has verbally agreed to participate in the project and fund their portion of costs associated with Alternate 1. Staff will be meeting with the landowner to make arrangements for payment. 

Bid Opening

The bids were opened and read aloud at 2:30 p.m. on March 5, 2014 by the City of Gillette Purchasing Division.  Four (4) bids were received.  The results are as follows:

One minor math error was discovered in the second lowest bid. The error had no affect on the outcome of the bidding.

The project includes 70 working days to substantial completion and an additional 10 working days to final completion.
ACTUAL COST VS. BUDGET:
The low Base Bid was 22% lower than the Engineer's Estimate and the mean of the four (4) bids.  There was a 43% difference between the low Base Bid and the high Base Bid.  The majority of the difference in the bids was contained in four (4) bid items:  Mobilization, Contract Bonds, Construction Stormwater Management, and Traffic Control.  The two (2) middle bids were within 1% of each other.

The funding for this project is included in the Optional 1% Sales Tax Fund 201-1011-419.43-31.
