| Council Consideration of a Professional Services Agreement for Design and Bidding Services Associated with the Boxelder Road West Utility Extension Project, with DOWL HKM, in the Amount of $43,485.00. |
| BACKGROUND: |
|
The utilities being extended are a water main and a sanitary sewer main and will be incorporated into the Boxelder Road Extension (Highway 50 to Overdale Drive) which is an Urban Systems Project.
The City entered into an Agreement with the Wyoming Department of Transportation related to extending Boxelder Road from Overdale Drive to Highway 50 (Skyline Road) in July 2012. WYDOT is currently designing the roadway improvements and have established the alignment and profile of the future street.
Utility extensions are not eligible under the Urban Systems Program, therefore the City is required to design and inspect these improvements separate from the roadway. WYDOT will allow the extensions of the utilities to be included in their project. Our plans and specifications will be inserted into their plans and specifications to be bid as one (1) project.
The design includes the installation of a 12" water main the entire length of the project (approximately 2,250 LF), along with fire hydrants and other incidentals necessary for this extension. DOWL HKM will also design a sanitary sewer main from Overdale Drive easterly, approximately 1,000 lineal feet, along with manholes and lateral stubs. They will also assist during the bidding process to answer contractor questions as necessary.

| ACTUAL COST VS. BUDGET: |
All of the roadway improvements, including storm sewer, fall under the Urban Systems Program and will be funded through it, with our local match of 9.51 percent.
The City will be responsible for all of the water main and sanitary sewer main facilities costs.
These are identified as follows:

Funding for the preliminary engineering costs are included in the current FY Budget, Account 201-10-05-419-70-47402. Construction of the project is scheduled to occur in the summer of 2016. Funding to complete the project will be included in the FY15/16 budget. |
