SUBJECT:
Council Consideration of a Professional Services Agreement for the Construction Management Associated with the Gillette Avenue Improvements Project with HDR, Inc., in the Amount of $702,280.00.
BACKGROUND:
The Gillette Avenue Improvements Project will include the complete reconstruction of the municipal infrastructure and the enhancement of streetscape on Gillette Avenue from north of First Street through Seventh Street.

This project includes the installation of approximately 20,000 square yards of Portland cement concrete roadway paving, 56,000 square feet of Portland cement concrete sidewalk, the installation of approximately 4,000 lineal feet of storm sewer ranging in size from 12 inch diameter reinforced concrete pipe to 12 feet by 4 feet reinforced concrete box culvert, and the complete replacement of the existing water main with approximately 1,350 lineal feet of 8 inch water main and 2,000 lineal feet of 12 inch water main.

Additional items included in the reconstruction are new curb and gutter, handicap accessible parking with ADA ramps, new street lighting fixtures and accessories, new street signage, new corner and mid-block planters, irrigation, and landscape enhancements.  The water system will include extending 4 inch fire service mains to the front of each building with the option of extending the main into the structure during construction.  

The working day, as defined in the project documents, may extend for 6:00 a.m. to 8:00 p.m. and will include Monday through Saturday as regular working days.  This equates to an 84 hour work week if they choose to work the allowed hours.  The work days will begin on April 21, 2014 with overall completion by October 18, 2014.  There are 150 working days in this Agreement.

HDR has allowed for full-time inspection by the lead inspector, Mr. Aaron Clark of Rio Rancho, NM.  HDR will retain a testing laboratory.  A certified lead tester will be assigned to the project, with additional testing backup as needed.
ACTUAL COST VS. BUDGET:
S&S Builders has submitted the apparent low bid for the construction of the project in the amount of $7,372,845.41.

The proposed Construction Management cost for this project is $702,280.00.  The Construction Management cost is approximately 9½% of the construction cost, or roughly $4,500 per day (14 hour work day) through final completion of the project.

The funding for this project is included in the Optional 1% Sales Tax Fund 201-10-05-419-70-47401.
