SUBJECT:
Council Consideration of a Bid Award for the Base Bid for PMS 2014 - Schedule B Project to Simon Contractors, in the Amount of $1,083,231.50.
BACKGROUND:
This project includes miscellaneous repairs to curb, gutter and sidewalk, fire hydrant replacement, minor sanitary sewer replacement, storm drainage installation, cement treated sub-base, and asphalt paving on Ninth Street (4-J to Gillette Avenue) and asphalt paving on Wagensen Avenue, 3rd Street (Burma to Wagensen Avenue), Medical Arts Court and a full reconstruction of Butcher Court.

Bids for this project were opened and read aloud by the City of Gillette Purchasing Division on April 1, 2014 at 10:00 a.m. at the City's Central Warehouse. Four (4) bids were received with the following results:

The low bid is 7.9% below the Engineer's Estimate and 19.3% below the average of the bids.

There were two (2) alternates bid on the project pertaining to the removal of asphaltic concrete pavement. Alternate A-1 provided pricing to allow the contractor to retain possession of the asphalt roto-mill tailings in-lieu of hauling them to the County yard. Alternate A-2 provided pricing to allow the contractor to retain possession of chunk asphalt in-lieu of roto-milling and hauling to the County yard.

At this time it is recommended not to select Alternate A-1 or A-2 and award the base bid which stipulates that the roto-mill tailings will be hauled to the County yard.

ACTUAL COST VS. BUDGET:
The funding for this project is budgeted in the Optional 1% Sales Tax account number 201-10-05-419-40-44331.
