Council Consideration of a Resolution to Complete the 2013 Sanitary Sewer Main Replacement Project.
BACKGROUND:
Gillette submitted an application for a Federal Mineral Royalty Capital Construction Account Grant from the Wyoming State Loan and Investment Board to assist in financing the 2013 Sanitary Sewer Main Replacement Project. Gillette sought a grant in the amount of $1,173,000, which is 50% of the total project cost of $2,346,000 but only received an award of $500,000 to fund the City of Gillette's annual program to replace deteriorated or failing sections of the sanitary sewer collection system. This project will be replacing 3900 LF of 8” vitrified clay sanitary sewer mains in alley between Rockpile and Richards from 4th to 8th, main in alley between Warren and Ross from 4th to 7th, main in alley between 11th and 12th from Ross to Dalbey, main in alley between Osborne and Brooks from 4th to 5th, main in Richards from 9th to 10th, and main in Rohan from 10th to 10th. These sanitary mains need replacement due to deteriorated or failing sections that have been identified through video inspections. The existing sanitary sewer water mains will be replaced with 8” PVC pipe. The location of the new sanitary sewer mains will generally be within the same footprint of the existing sanitary sewer mains.

Since Gillette only received 1/2 of the grant that was sought, the Office of State Lands and Investments (SLIB board) has requested that the City reaffirm its commitment to proceed with the project. This Resolution is intended to confirm to SLIB that Gillette is committed to proceed with this project as originally designed in light of the increased local funding requirement.
