SUBJECT:
Council Consideration of a Bid Award for the Gillette Madison Pipeline Project Contract #4B, #4C, #4D and #4F to S.J. Louis Construction, Inc., in the Amount of $42,948,105.00.
BACKGROUND:
The City Purchasing Division opened bids for the Gillette Madison Pipeline Project on April 2, 2014 at the City Warehouse.  Five bids were submitted.  A detailed bid tabulation is attached for your review.

(Ten pipeline contractors were previously pre-qualified by the City of Gillette during the May 20, 2013 Council Meeting.)

BID RESULTS:

Base Bid (Bid Schedules 1 + 2 + 3)
1.  $ 42,948,105.00 - S.J. Louis Construction, Inc.
2.  $ 46,764,867.25 - Garney Companies Inc.
3.  $ 50,254,177.00 - COP Wyoming LLC
4.  $ 50,903,670.00 - Whitaker Construction Co.
5.  $ 52,474,278.00 - TIC - The Industrial Company Wyoming, Inc.

Add Alternate 1

Garney Companies Inc. - $1,342,381.00
COP Wyoming LLC - $  985,785.00
Whitaker Construction Co. - $1,475,955.00
TIC - The Industrial Company Wyoming, Inc. - $1,206,095.00

Bid Schedule 1 is the small diameter pipelines to be installed at Pine Ridge for the new distribution system that will provide water service to existing customers.

Bid Schedule 2 is the water service connections and associated small diameter bores for the new Pine Ridge distribution system.  This work also includes removing the service line connections from the existing 30-inch pipeline in the Pine Ridge area.

Bid Schedule 3 is the 42-inch pipeline section from Moorcroft to Wyodak and the separate 42-inch pipeline section from the Pine Ridge Tanks to the bottom of the hill (towards Moorcroft) where the tree line starts.

Add Alternate 1 is a large diameter bore and 42-inch pipeline beneath I-90 at the D Road underpass.

City Staff recommends a Bid Award to S.J. Louis Construction Inc. for the Base Bid at this time.

Upon execution of the necessary easements and permits for the I-90 bore at the "D" Road overpass, City Staff will likely recommend approval to proceed with Add Alternate 1 as a separate action item during a future Council meeting.
ACTUAL COST VS. BUDGET:
The budget for this combined construction contract is $50,830,000.00.  The Engineer's Estimate (range) has fluctuated between $43M and $50M during the past 2 years and is heavily influenced by seasonal steel pipe pricing.  Bid Schedules 1, 3 and Add Alternate 1 are eligible for reimbursement from the Wyoming Water Development Commission through the 67% grant and the 33% loan we have with them.  Bid Schedule 2 will be paid from Cap Tax revenues.

Budget Account No.  301-70-72-441-70-47411
Project No. 07EN58
