City Code sections require individual Council review for requests for catering permits that include outdoor music which might disturb neighboring property and requests for circus permits. The purpose of these reviews is to ensure that the proposed activities are planned to minimize disturbance to their neighbors. The Camplex facility has been developed with City and County funding to provide a location for many public activities from the annual County Fair to various conventions and outdoor events such as concerts and the fireworks convention of the PGI. Camplex is a logical site for most outdoor public activities such as circuses and carnivals. Since Camplex has been annexed, City staff has been working with the Camplex leadership to develop procedures to allow the continuation of their events as seamlessly as possible now that they are subject to City ordinances.
This ordinance has been written to simplify the process for the issuance of circus and catering permits for events scheduled at Camplex. These requests will be treated as routine, recognizing that Camplex is an appropriate venue for these activities and that therefor no further review on a case by case basis would be productive. As a result of this ordinance, Camplex will have greater freedom to schedule events and permit issuance will be streamlined for both City and Camplex staff since the Council meeting schedule will no longer be a factor. Circus and catering permits with outdoor music that may impact surrounding areas that are sited in other portions of the community will still be reviewed in public at Council meetings as they have been in the past.
