| Council Consideration of a Professional Services Agreement for Design Services Associated with the Fishing Lake Improvements - Phase 2 Project, with HDR Engineering, Inc., in the Amount of $133,480.00 (1% Project). |
| BACKGROUND: |
This project will implement recommendations from the Gillette Fishing Lake TMDL and the Stormwater Master Plan. The Gillette Fishing Lake TMDL, completed and accepted by EPA in February 2013, includes numerous items in an implementation plan that will help to reduce the nutrient and sediment loads, which will serve to improve the water quality at Gillette Fishing Lake. This project will include the design of a bank stabilization system in various locations around the lake, which will eliminate the problem of the bank erosion. The bank stabilization will consist of sheet pile walls, similar to those used on the Fishing Lake Improvements - Phase 1 Project. The locations of sheet pile installation will be selectively chosen to both provide the erosion control benefit, and also enhance and control the access and maintenance of the lake shore. The bridge will likely need to be removed in order to install the bank stabilization at its abutments. Therefore, a painting plan and design will also be included in these services.
Dredging recommendations will also be included in this project, which will remove accumulated sediment in the lake in order to eliminate the problem with sediment and nutrient resuspension. HDR will evaluate the options of hydraulic dredging and conventional excavation and provide a design for the preferred method. The Stormwater Master Plan recommends a new lake outlet to convey a 2-year storm event of approximately 500 cfs. This outlet will eliminate the frequent overtopping problem at the current spillway. The outlet will also be designed to include a water quality improvement element of bottom withdrawal. |
