CASE SUMMARY:
The developer desires to have a residential subdivision Sketch Plat review by the Planning Commission.  
CASE BACKGROUND:
The purpose of the Sketch Plat review is to give an opportunity for the Planning Commission to provide feedback to a developer about a proposed residential subdivision. A Sketch Plat review is limited to review purposes only, there is no action taken by the Planning Commission, and it does not go before City Council for review.
  
The proposed subdivision of 19.13 acres is located on the west side of Moonshiner Lane. It is bound by Overdale Drive on the north side. The six (6) lots average 3.18 acres. The purpose of the subdivision is to provide large residential lots. The property has a draw running through it and a large drainage area on its southwest side. The land is vacant at this time.
  
The property has two (2) zoning designations. Proposed Lot 1 at the north end of the subdivision has .51 acre zoned R-S, Suburban Residential, and 1.79 acres zoned R-1, Single Family Residential. The remaining five (5) lots are zoned R-1, Single Family Residential. Split zoning of a lot is not encouraged since it can create uncertainty at permitting and could promote a variance request from the Zoning Ordinance requirements.
  
After the Sketch Plat review, the subdivision may proceed to the Final Plat review stage. The developer will need to extend public sanitary sewer and may want to install new water mains for increased water pressure. A Drainage Report and conceptual utility plans will be needed for the Final Plat review. An Unrecorded or Recorded Plat Agreement is also necessary to install the subdivision improvements.    
CASE REQUIREMENTS:
  1.         The proposed development will be required to meet the City Subdivision Regulations and Zoning Ordinance Standards.  
2.         The proposed development will be required to meet the City Engineering Standards and the City Electrical Standards.  
3.         All building construction shall meet the current City of Gillette Building Code.
4.         The development shall adhere to the International Fire Code Standards.  
5.         The split lot zoning which currently exists is not encouraged. A rezoning request to make the entire subdivision one (1) zoning district is recommended. The developer agrees and intends to change the area zoned R-1, Single Family Residential to R-S, Suburban Residential.  
6.         No sidewalks will be required along Moonshiner Lane according to City             Engineering.  
7.         A sanitary sewer main extension will be required.  
8.         The developer should work with City Engineering to determine whether a             water main extension improves water pressure. A new water main installation is not             a requirement.  
9.         The developer should work with City Engineering to determine the best method to manage drainage from the property. A Drainage Report will be necessary to provide with the Final Plat.  
10.       Any private pipe line easements shall show on the Preliminary and Final Plat.
11.       Any general Utility Easement or Drainage Easement shall show on the Preliminary and Final Plat.  
12.       The developer should note that permanent structures are not allowed to be placed over any easement, and fencing is not allowed within a drainage easement.  
13.       The developer is responsible for installation of all public improvements.  
14.       A Permit to Construct will be necessary to obtain the sanitary sewer extension.  
15.       A Preliminary Utility Plan is to provided with the Final Plat for the subdivision.
STAFF RECOMMENDATION:
 Staff recommends the developer, agent and City staff continue to work together during the Final Plat review stage of the proposed subdivision.
