| Council Consideration of a District Grant Local Share Recapture Agreement with the Southern Industrial Improvement and Service District. |
| BACKGROUND: |
| The Southern Industrial Improvement and Service District, (the DISTRICT), is composed of portions of the Robertson Industrial Park, the Mohan Subdivision, the Oilfield Subdivision and the Sharon Subdivision as well as certain unsubdivided tracts of land in Campbell County South of Gillette. Campbell County received a grant from the Wyoming Business Council to fund the construction of water and sewer mains in compliance with all City design and construction standards to connect the members of the DISTRICT to City water and sewer mains. The DISTRICT paid the 10% local match for the grant with money supplied by less than all of the lots that could be serviced by the new mains. The DISTRICT's water and sewer project has been completed and accepted by Gillette. This agreement has been prepared to provide for secondary fees for properties to connect to the newly constructed water and sewer mains, that did not elect to do so when the project began. The City will collect those fees from the new users and pay them to the DISTRICT which will in turn reimburse those of its members who financed the local match by paying more than what their share would have been if everyone had contributed at the start. The Pro-Rata Shares that will be charged to new connections to the facilities constructed under this grant will be $5,333 for a water hook up and $4,085 for a sewer hook up. Those are the amounts that the original participants paid to fund the local match for the grant. |
