Council Consideration of an Employment Agreement with Administrator Napier.
BACKGROUND:
Staff has prepared a new Agreement between the City and Administrator Napier. The current Administrator Agreement was approved by the Council at a Special Meeting on March 2, 2011. Its term is from the date of approval through January 5, 2015. The proposed agreement would replace the current agreement and has a term of three years from its effective date of June 1, 2014 through June 6, 2017, which would be the first regular meeting in June of 2017 on the current schedule. The new term would fit better with the overall budget schedule and the Administrator's evaluation schedule. Some changes to the agreement are of the house keeping variety, to specify that the Administrator is under the same stipend policy as other City employees for cell phone use and to clarify insurance payments in the severance portion and to clarify that the moving expenses section and sick leave vacation leave bank sections only apply to the initial term of the agreement.  The severance period is expanded from 6 months to 9 months. Salary is increased from $143,300 to $175,000. In addition the City will fund a $250,000 term life insurance policy for the Administrator during his employment with the City.
