SUBJECT:
Council Consideration of a 24 Month Extension to the Unrecorded Plat Agreement, from the date of City Council Review for Ash Meadows Subdivision, Phase III, as Requested by Larry Messer, on Behalf of Ash Incorporated. 
BACKGROUND:
The Final Plat for Ash Meadows Subdivision, Phase III was approved by City Council on September 6, 2011 by Ordinance.  Due to a slower economy and lower demand for manufactured home lots, the required infrastructure improvements were delayed.  The original Unrecorded Plat Agreement expired on March 6, 2013.  The developer recently approached staff to inquire about an extension as the local economy is beginning to improve.  The property is zoned M-H, Mobile Home District and Phase III proposes 19 new lots for manufactured homes. 

The Unrecorded Plat Agreement will not allow the plat to be recorded or any homes to occupy the property until all of the required subdivision improvements are completed and accepted by the City Council thus minimizing the risk to the City.  The developer plans to finish the improvements by July 1, 2016.
