Council Consideration of a Cooperative Agreement Between the Wyoming Department of Transportation and the City of Gillette for State Project RHQ B144105 Gillette BNSF Railroad Quiet Zone Project Campbell County, Wyoming (Potter Avenue)( 1% Project).
BACKGROUND:
This is the Cooperative Agreement with WYDOT to perform needed improvements to extend our present Quiet Zone to include Potter Avenue. The Agreement calls for WYDOT to coordinate work with the BNSF Railroad and Federal Railroad Administration to create a Quiet Zone at Potter Avenue.  The City would be responsible for facilitating the required road improvements. WYDOT and the City shall share the cost for all work on the project at a 50% (State) - 50% (City) split. The Potter Crossing was not included in the initial Quiet Zone due to budgetary limitations. Since the first Quiet Zone Project, the State legislation adjusted WYDOT's budget to provide for cost sharing by the State.
ACTUAL COST VS. BUDGET:
The total cost of the project is estimated at $670,000 of which the City's share would be $335,000. These funds would come from the 1% sales tax budget, not including staff time, related to the project. The Agreement calls for the City to pay all costs and be reimbursed by WYDOT, the estimate may overrun by 25% without an amendment to this Agreement.
