The Fox Park - Park Improvements Project (14EN23) consists of the construction of 500 lineal feet of paved roadway and parking lot, 1,170 lineal feet of  new concrete sidewalk and 1,900 lineal feet of wood chip trail.  The project also includes installation of storm sewer items, multi-use field area and amenities, playground equipment, lighting, irrigation and landscaping items.

Bids were opened and read aloud on July 2, 2014 at the City of Gillette Purchasing Division. Two (2) bids were received on the project.  The bid results were as follows:

S & S Builders, LLC		$657,459.70
Hladky Construction, Inc.		$671,286.00

The engineers estimate, prepared by Environmental and Civil Solutions, LLC (ECS), was in the amount of $403,151.88

Funding for this project has been allocated in the 1% Sales Tax  Park Improvements Account 201-1011-419.73-11 in the amount of $500,000.00

After discussion with contractors, it was decided the main reason the bids were higher than expected is related to the busy time of year.  Contractors indicated it is difficult to find subcontractors who are available this time of year. 

At this time it is recommended the bids be rejected.  It is also recommended the bid package be reworked to reduce the scope of work and to rebid the project later this year with a start date for the project in the spring of 2015.  This should help to obtain more bids and better prices from contractors.
