Final Plat - Chara Hill Estates, Phase III

CASE SUMMARY:
The applicant is seeking Final Plat approval for ­­­­new single family lots south of Shalom Avenue, west of Chara Avenue, and north of Boxelder Road. 
CASE BACKGROUND:
This Final Plat proposes a total of 14 single family lots in an R-S, Suburban Residential District. The lot sizes range from .70 to 1.52 acres in size, meeting the minimum lot size requirement. The adjacent lots in the previous phases are similar in size to the north. To the south is a vacant tract zoned C-1, General Commercial District. The subdivision has one (1) street with one (1) access to Chara Avenue and one (1) to Shalom Avenue. The connectivity index is 2.0, which exceeds the 1.4 requirement in the Subdivision Regulations.   

The Final Plat is in substantial compliance with the Preliminary Plat which was approved on June 17, 2014. The park land dedication for this area was met in Phase I of the Subdivision. City utilities will be extended by the developer to serve the lots. The drainage will require off-site easements and improvements to the south, including a pond to detain run-off. No drainage fee-in-lieu will be assessed.
CASE REQUIREMENTS:
1. All lots shall meet the Zoning Ordinance requirements and City of Gillette Design  Standards.  

2. A Permit to Construct is required and shall be issued one (1) week prior to City      Council acting on the Final Plat.  

3. A Recorded or Unrecorded Plat Agreement and necessary attachments shall be submitted prior to City Council acting on the Final Plat.  

4. All requirements of the Campbell County Fire Department shall be met.  

5. The Final Plat shall contain all necessary on-site easements prior to recording.  

6. Easements for the off-site drainage improvements shall be established by a separate instrument prior to final acceptance of the public improvements.  

7. A Consent to Subdivide document, if required, shall be submitted and recorded with the Final Plat.  

8. The Final Plat shall show all of the corrections referenced in ePlans prior to recording.
STAFF RECOMMENDATION:
Staff recommends approval of the Final Plat for Chara Hill Estates, Phase III, subject to all Planning requirements.
