Marlene Fetty resides on a 1.99 acre un-platted parcel of property located at 1110 Country Club Road and outside the corporate limits of the City of Gillette. The Fetty property has been served by the Shelstad water well located on the north side of Country Club Road for many years. The water service for the Fetty property was never memorialized in an Agreement with the Shelstad's.
The Shelstad property has recently annexed into the City and the property has been sold to a Hospitality Company which has plans to abandon the existing water well and commercially develop the Shelstad property. As a result of the new development, the Fetty property will be without water within the next thirty (30) days according to a letter received from Ms. Fetty.
Ms. Fetty has indicated she has explored potential water service from other adjacent well owners, however, she was not successful in her efforts to find another source of water. As such, Ms. Fetty is requesting to receive emergency water service from the City of Gillette. She understands she would be required to enter into a Pre-Annexation Agreement with the City and understands the water rates for services outside the corporate limits of the City of Gillette are at a higher rate than that for properties within the City. Ms. Fetty has requested that her property not be Annexed within the next five (5) years, however staff has indicated the City cannot commit to that request.
