Legislation was enacted - W.S. 9-4-604(h) - that requires Cities to review State Land and Investment Board (SLIB) Grant Applications submitted by Special Districts that are located within five (5) miles of the City's corporate limits. The Statute also requires review by the Board of County Commissioners.
The Means First Extension Water and Sewer District is requesting funds from SLIB to help complete their proposed Tank Repaint Project. The proposed project will consist of repainting the entirety of the exterior of both of the District's Water Tanks (7,200 SF of surface), the entirety of the interior of one tank (700 SF), 50% of the interior walls of one tank (1,500 SF), the entirety of the interior floor of one tank (700 SF), and the exterior of the site control building (500 SF).
The existing tanks are aged, having been constructed in 1991 and 1994, and are in need of repainting to protect the tank structures and the quality of the District's drinking water.
City staff has reviewed the application for the particular components required by State Statute and found the following:
1. The City has no opinion concerning the District's ability to fund its project through bonds. 2. The project is not adverse to the needs, plans, or general welfare of the City of Gillette with the exception that the District and the City may have the potential to compete for funds from the same limited funding source. 3. The City understands the District will utilize local funding sources, including funds from Campbell County and funds from the District's own accounts. 4. The City expects the project will meet County and State Standards.
