Council Consideration of a Resolution Establishing a Public Hearing Date of November 18, 2014 for the Annexation Public Hearing Pursuant to W.S. 15-1-403 and 15-1-405 for the Annexation of a Tract of Land Contiguous to the City of Gillette, Wyoming, Known as the Southern Industrial Addition Annexation.
BACKGROUND:
The tract of land is located in the vicinity of Douglas Highway (State Highway 59) and Southern Drive. The majority of the tract is west of Douglas Highway and south of Southern Drive. The City has received Annexation Petitions from the majority of landowners owning the majority of private land included in the annexation area. The total area of the proposed annexation is 488.03 acres of which all is privately owned except for street right-of-ways.

The area is mostly developed as industrial use and platted into lots and roads in the County. Numerous subdivisions are included in the area. The area is a logical extension of the City limits and is serviceable by City water, sanitary sewer, and electrical service. Some of the industrial developed property owners have expressed a desire to be serviced by City electrical service. Many of the properties are currently served by City water and/or sewer.
 
The proposed zoning will likely include a mix of C-1, General Commercial, C-3, Business/Services District, I-1, Light Industrial District, and I-2, Heavy Industrial District, however, City Council will make the final zoning determination at time of annexation. The proposed zoning district boundaries are designed to conform to the existing land uses. Upgrades to the City’s electrical system will be required to support the annexation.

The City Clerk has certified that the Petitions comply with the requirements of W.S. 15-1-403. A Resolution is attached that sets a Public Hearing on this matter for November 18, 2014, to determine whether the proposed annexation complies with W.S. 15-1-402 and directs the City Clerk to publish the first Notice of the Hearing at least fifteen (15) days prior to the date of the Public Hearing. Annexation Reports will be prepared and distributed in accordance with State Statutes.
