Legislation was enacted - W.S. 9-4-604(h) - that requires Cities to review State Land and Investment Board (SLIB) Grant Applications submitted by Special Districts that are located within five (5) miles of the City's corporate limits. They also require review from the Board of County Commissioners.

The Means, Carter, North Hannum Improvement and Service District application is requesting funds from the SLIB to help complete their proposed Road and Drainage Improvements, Phase Two Project. The proposed project will improve overall access, surfacing, and drainage within a rural subdivision and neighboring businesses in different phases over a three (3) year period. Phase Two will improve Mink Drive and drainage channels in the vicinity.

City staff has reviewed the application for the particular components required by State Statute and found the following:

1. The City has no opinion concerning the District's ability to fund its project through bonds.
2. The project is not adverse to the needs, plans, or general welfare of the City of Gillette with the exception that the District and the City may have the potential to compete for funds from the same limited funding source.
3. The City understands the District will utilize local funding sources, including funds from Campbell County and funds from the District's own accounts.
4. The City expects the project will meet County and State Standards.

The Request Letter, Grant Application, and Resolution are attached for reference. 

I move for Approval of a Resolution to Acknowledge that the City of Gillette has Reviewed the State Land and Investment Board (SLIB) Grant Application Submitted by Means, Carter, North Hannum Improvement and Service District for their Road and Drainage Improvements, Phase Two Project, in Accordance with W.S. 9-4-604(h).
