During the 2014 construction season, Gillette Avenue, including underground utilities, sidewalks, lighting, and new road surfacing, was reconstructed.  The new infrastructure was enhanced with streetscape improvements to increase the public use and enjoyment of the downtown area.  These enhancements included widened sidewalk, colored concrete accents, raised planters and tree wells with decorative railing, street furniture, and unique light fixtures.  These improvements were based on the conceptual designs developed by the 2013 Gillette Downtown Plan.

The 3rd Street Plaza improvements will continue the enhancements to accommodate special events in the downtown area.  Third Street from Gillette Avenue to Kendrick Avenue will be reconstructed with widened sidewalks, catenary suspended street lighting with event circuits, planters, additional seating, a public address system, and color accented paving and sidewalk surfaces.  This block of 3rd Street will normally function as a roadway allowing vehicular travel, but will be closed to traffic during special events.

Construction of the improvements is planned for summer of 2015.

The fees for the Design and Bidding Services of the 3rd Street Plaza Project will be $92,495.00.  The budgeted construction cost for this project is $1.1 million, including a $.5 million Wyoming Business Council Grant.

The proposed local match will be funded by the 1% Optional Sales Tax Account 201-10-05-419-70-47401.
