CASE SUMMARY:
The tract of land is located in the vicinity of South Douglas Highway (Wyoming Highway 59) and Southern Drive. The majority of the tract is west of South Douglas Highway and south of Southern Drive. The City has received Annexation Petitions from the majority of owners owning a majority of the area sought to be annexed.
CASE BACKGROUND:
The owners desire to have the area annexed and zoned for commercial and industrial uses. The total area of the proposed annexation is 488.03 acres of which all is privately owned except for public road right-of-ways.
 
The area is mostly developed as industrial uses, with some commercial and a few residential uses, and platted into lots and streets in the County. Several subdivisions are included in the area. The area is a logical extension of the City limits and is serviceable by City water and/or sewer, and electrical service. Some of the industrially developed property owners have expressed a desire to be serviced by City electrical service. Many of the properties are already served by City water and/or sewer. Any future development or construction will be reviewed by the City and shall meet City standards.   Upgrades to the City's electrical system will be required to support the annexation.
 
The proposed zoning will likely include a mix of C-1, General Commercial, C-3, Business/Services District, I-1, Light Industrial District, and I-2, Heavy Industrial District, City Council will make the final zoning determination at time of annexation. The existing land use fits the intent of the Comprehensive Plan. The proposed zoning district boundaries are designed to conform to the existing land uses. Annexation Reports have been prepared and distributed in accordance with State Statutes.
CASE REQUIREMENTS:
1.  Final determination of the proposed zoning districts shall be made by City Council upon approval of the Annexation Ordinance.  

2.  Any new development or construction shall conform to City standards.   

3.  All public infrastructure improvements shall be required at the time of development and the costs shall be the responsibility of the developer/landowner.
STAFF RECOMMENDATION:
Staff recommends approval of the Southern Industrial Addition Annexation Plat, Subject to all Planning Requirements.

TENTATIVE CITY COUNCIL DATE:
On October 7, 2014, City Council passed a Resolution establishing a Public Hearing date of November 18, 2014, at 7:00 p.m. in the Council Chambers for the Annexation. The first reading of the Annexation Ordinance by City Council is also set for November 18, 2014, at 7:00 p.m. in the Council Chambers. The anticipated second and third readings of the Annexation Ordinance are December 2, 2014 and December 16, 2014, respectively.
