At the last regular council meeting, the City Council approved a Resolution to approve the Wholesale rate for water for the Gillette Regional Water Supply System. That rate was prepared by staff with the assistance of the engineering consultants based upon the methodology approved as part of the Joint Powers Agreement formed by Gillette and Campbell County. That Resolution directed staff to prepare a formal ordinance to establish the rate as part of the City's overall water rates. This ordinance parallels the resolution and provides that Wholesale customers will either pay the Year-Round Rate, if they are constantly connected to the City’s water supply and take water throughout the year or the Intermittent rate if they are not constantly connected to the water supply. The Year-Round rate is the sum of two parts, a fixed monthly charge of $6.50 per month and a usage charge of $3.01 per thousand gallons. The Intermittent rate is also the sum of two parts, a fixed monthly maintenance charge of $5.00 per month and a usage charge of $6.03 per thousand gallons. This ordinance will become effective when new water from the regional system is flowing through the pipeline, which is estimated to be by November 1, 2016. By that time, the remainder of the water rate provisions will need to be adjusted since all in-City water customers will also pay the Wholesale rate. |
