CASE SUMMARY:
The Campbell County School District is requesting approval of a Development Plan for a new elementary school in the Stocktrail Neighborhood on unplatted land. The school will have a capacity of up to 499 students.  
CASE BACKGROUND:
The 12.28 acre property is located on the corner of Stocktrail Avenue and Eighth Street. Interstate 90 is south of the School District property. The new school site takes up 8.15 acres of the total property area. It is located upon the same site as the old Stocktrail Elementary School, which was demolished. The property has a zoning designation of C-O, Office and Institution District, and the proposed elementary school is a permitted use in the zoning district. The school site is surrounded by an established neighborhood. The new facility will be 67,998 square feet in size. 
 
The School District plans to commence with construction in the Spring of 2015, with the opening date scheduled for the Fall of 2016. The school will have a fenced playground area south of the building. Access to the Elementary School will be from Stocktrail Avenue and Eighth Street. Other site features include a bus/fire loop and separate student drop loop which will help minimize traffic conflicts. The 117 proposed parking spaces will be for staff and public use. The number of parking spaces exceeds the amount required in the Zoning Ordinance. A Landscape Plan is required of this project.
CASE REQUIREMENTS:
  1. All the necessary required public improvements needed for the school shall be completed prior to a Final Certificate of Occupancy being issued.  

2.  A Permit to Construct shall be obtained from City Engineering for the water system, sanitary sewer system, drainage system, and grading. The Permit to Construct application and materials shall be received prior to issuing a Building or Zoning Permit.  
3.  An Electrical Permit to Construct shall be obtained.  

4. An easement covering the electrical infrastructure, as specified by the City Electrical Division, shall be filed prior to the Final Certificate of Occupancy for the building.  

5. A Wastewater Survey shall be provided to City Wastewater prior to a Building Permit being issued.  

6. The project shall follow the Fire Code requirements set forth by the Campbell County Fire Department.  

7. The Landscape Plan, as approved by the Parks and Beautification Board, shall be implemented and maintained as indicated by the Zoning Ordinance.  

8. Any fencing, signage, or retaining walls on the site shall be permitted separately prior to installation.  

9. The Development Plan mylar shall be submitted to the Planning Division, and recorded at the Campbell County Clerk’s Office, prior to obtaining a Certificate of Occupancy.  

10. All drainage shall be managed on the site.  

11. New sidewalks must be five (5) feet wide at a minimum, and shall be installed prior to receiving a Certificate of Occupancy.  

12. No parking and one-way signage signs shall be placed along the fire loop and student drop-off lane.  

13. The building is to be sprinkled according to the Building Code Standards.  

14. Existing electric equipment along Stocktrail Avenue near Ninth Street is to be relocated.  
STAFF RECOMMENDATION:
Staff recommends approval of the Development Plan for Stocktrail School, Located on a Tract of Unplatted Land in the W1/2 NE1/4, Section 28, T50N, R72W of the 6th Principal Meridian, Campbell County, Wyoming, Subject to all Planning Requirements.
