CASE SUMMARY:
The Campbell County School District is seeking approval of a Development Plan to add 96,380 square feet to the existing South Campus High School located along Enzi Drive. The enlarged High School will have a total capacity to serve 1,604 students.
CASE BACKGROUND:
The property located along Enzi Drive is 49.93 acres, and is situated within an A, Agriculture Zoning District. The School District desires to add 96,380 square feet to the existing building which is 199,824 square feet. The addition will be comprised of new classrooms and service areas. The total square footage, upon completion will be 296,204 square feet. Any addition to an existing building which is 25,000 square feet or more requires a Development Plan approval by the Planning Commission.
 
It is expected that the School District will begin construction of the addition in the Spring of 2015. The addition is scheduled to be completed in time to open for the 2017 school year.

The High School has access from Enzi Drive and Saunders Boulevard. There are 540 existing parking spaces and 192 new parking spaces proposed. The total amount of parking spaces, 732, exceeds the amount required by Zoning Ordinance standards. The parking lot on the west side of the property is being built to meet State School Facility Standards, as well as to meet higher parking demand for events at the High School.

The proposed addition is designed to accommodate 9th and 10th grades. A new bus loop on the north  side of the school is designed to create more safety and efficiency when dropping off and picking up students.
CASE REQUIREMENTS:
  1. All the necessary required public improvements needed for the school shall be completed prior to a Final Certificate of Occupancy being issued.

2.  A Permit to Construct shall be obtained from City Engineering for the access, water system, grading and drainage. The Permit to Construct application and materials shall be received prior to issuing a Building or Zoning Permit.

3. Any easements necessary for infrastructure shall be provided by a separate instrument, and be in place prior to a Final Certificate of Occupancy being issued.

4. A Wastewater Survey shall be provided to City Wastewater prior to a Building Permit being issued.

5. The project shall follow the Fire Code requirements set forth by the Campbell County Fire Department.

6. Any fencing, signage, or retaining walls on the site shall be permitted separately prior to installation.

7. The Development Plan mylar shall be submitted to the Planning Division, and recorded at the Campbell County Clerk’s Office, prior to obtaining a Certificate of Occupancy.

8. All drainage shall be managed according to City Engineering standards and requirements.

9. No parking and one-way signage signs shall be placed along the fire loop and student drop-off lane.

10. The building is to be sprinkled according to the Building Code Standards.
STAFF RECOMMENDATION:
Staff recommends approval of the Development Plan, Campbell County High School South Campus Addition, Located on Tract 6, South Park Subdivision, Phase I, Subject to all Planning Requirements.
