Legislation was enacted - W.S. 9-4-604(h) - that requires Cities to review State Land and Investment Board (SLIB) Grant Applications submitted by Special Districts that are located within five (5) miles of the City's corporate limits. They also require review from the Board of County Commissioners.
The Small Buttes Improvement and Service District application is requesting funds from the SLIB to help complete their proposed Road Drainage Rehabilitation Project. The proposed project will include ditch grading and installation of new, appropriately sized, culverts. Currently, inadequate culvert sizing and ditch grading has caused road overtopping during storm events leading to gravel washing off the road. Erosion within the ditches is also forming due to the inadequate storm water conveyance.
City staff has reviewed the application for the particular components required by State Statute and found the following:
1. The City has no opinion concerning the District's ability to fund its project through bonds.
2. The project is not adverse to the needs, plans, or general welfare of the City of Gillette with the exception that the District and the City may have the potential to compete for funds from the same limited funding source.
3. The City understands the District will utilize local funding sources, which may include funds from Campbell County and funds from the District's own accounts.
4. The City expects the project will meet County and State Standards.
