Council Consideration for the Acceptance of Public Improvements for the Gillette Avenue Improvements Project, Installed by S&S Builders, LLC, in the Amount of $7,325,278.56 (1% Project/Wyoming Business Council Grant).
BACKGROUND:
The Gillette Avenue project included the total replacement of City infrastructure on Gillette Avenue from the Burlington Northern Santa Fe (BNSF) main line on the north to 7th Street on the south.  The project incorporated 16,330 square yards of concrete paving, 62,681 square feet of sidewalk, 4,968 lineal feet of curb and gutter, 666 lineal feet of 4 foot by 8 foot box culvert, 1,700 lineal feet of 36-inch storm pipe, 2,084 lineal feet of 12-inch water main, 1,280 lineal feet of 8-inch water main, 2,046 lineal feet of 4-inch fire service pipe, 4,631 lineal feet of electrical conduit, and 44 new trees.  Art pedestals, irrigated planters, new street furniture, new historic themed street lighting, and unique "uranium drill" styled light features were installed to give Gillette Avenue an inviting atmosphere, and to promote new interest in downtown retail and service businesses.  

Construction began April 16, 2014 at the north end of Gillette Avenue.  The project was completed on October 30, 2014 with the opening of 6th Street.  S&S Builders was able to meet several significant milestones.  A few to note were completing 2nd Street to accommodate the 4th of July parade, and completing 7th Street prior to the beginning of school at Twin Spruce Junior High.

Several interim phase time goals were exceeded, resulting in a net disincentive payment.
ACTUAL COST VS. BUDGET:
The project was awarded in the amount of $7,446,802.91.

There were a total of 6 Change Orders on the project resulting in a net deduction from the award price in the amount of ($121,524.35) for a final contract price of $7,325,278.56.

Additionally, the project included financial incentive or disincentive payment for completing each of 6 construction phases within a specified number of days.  S&S was credited $99,000 for incentive and deducted $422,500 for disincentive.  S&S completed the project prior to the overall completion date set by the contract documents and earned $100,000 in additional incentive.  The net incentive/disincentive for the project was  a negative $223,500.  This amount was deducted from the total progress payments.  Although the final contract amount was $7,325,278.56, S&S Builders actual payment for the project was $7,101,778.56.

The funding for this project has been allocated from the 1% Optional Tax Account 201-10-05-419-70-47401, and a Wyoming Business Council Grant ($1,000,000).
