| Appointment of Louise Carter-King to the Consolidated Wyoming Municipalities Electric Power System Joint Powers Board. |
| BACKGROUND: |
| The Consolidated Wyoming Municipalities Electric Power System Joint Powers Board, is a joint powers board created to fund expansions of the electrical systems of its member municipalities, Gillette, Torrington and Basin. This is the Board that issued the revenue bonds which funded the purchase of 23% of Wygen III and the purchase of CT-II from Black Hills Power. Each of the three agencies who created the Joint Powers Board can appoint 3 members of the Board. The current City appointees are Louise Carter-King whose term runs through 12/31/2014, Kendall Glover, whose term runs through 12/31/2015, and Carter Napier, whose term runs through 12/31/2016. |

I move that Louise Carter-King be appointed to a 3 year term on the Consolidated Wyoming Municipalities Electric Power System Joint Powers Board.
