| Council Consideration of a Bid Award for the Gillette Madison Pipeline Project Contract #5 to Record Steel and Construction, Inc. (RSCI), in the Amount of $7,309,500.00. |
| BACKGROUND: |
| This project is for the construction of the Donkey Creek Pump Station (DCPS), located adjacent to the existing pump station at 13910 Highway 51 near Rozet. The project includes the procurement and installation of canned vertical turbine pumps, surge suppression vessels, and connected piping. In addition to the pump station, the project also includes site grading, earthwork, yard piping, mechanical, electrical, and instrumentation/controls work.
The City of Gillette Purchasing Division opened bids for the DCPS on December 4, 2014 at the City Warehouse. Five contractors were pre-qualified to bid, and three bids were submitted. Below is the result of the bid opening.

Burns & McDonnell provided bidding phase services for this project, which included a review of the bids. They found no irregularities in any of the bids and have provided the attached recommendation for award to RSCI. The Wyoming Water Development Office has additionally provided the attached concurrence letter.
RSCI has expressed to the engineer and staff that they mistakenly did not include in their Lump Sum Bid price the Schedule of Adjustment Unit Price for drilled shafts. |
| ACTUAL COST VS. BUDGET: |
| The budget for this construction contract is $7,900,000.00. The Engineer's Estimate at the time of bidding was $8,110,000.00. This project is eligible for reimbursement from the Wyoming Water Development Commission through the 67% grant and the 33% loan we have with them.
