| Council Consideration of a Bid Award for the WWTF Aeration Basin and Final Clarifier Painting Project to Carr Coatings, LLC, in the Amount of $227,600.00 (1% Project). |
| BACKGROUND: |
|
This project consists of painting the steel piping in the aeration basins and the steel surfaces of two final clarifiers at the Wastewater Treatment Facility (WWTF). The aeration basins and final clarifiers have failures of the coating system which will require re-coating. This work includes the removal of existing paint, re-coating the steel piping for the aeration basins and interior steel surfaces of the final clarifiers including all exposed parts, motor, walkway, and all other appurtenances.

| ACTUAL COST VS. BUDGET: |
The City of Gillette, Purchasing Division, opened bids for this project at the City Warehouse on Wednesday, February 25, 2015 at 2:30 P.M. The following table summarizes the bids received and the Engineer's Estimate.

BID IRREGULARITIES:
There was only one minor mathematical error. Western Partitions, Inc., had a unit price ending in 33 cents. When multiplied by the bid quantity of 3, the result is 99 cents. Western Partitions, Inc., had rounded the sum up 1 cent. The 1 cent was removed on the official bid tabulation. None of the mathematical corrections change the lowest bidder.
CONSTRUCTION ESTIMATE:
The total construction cost for this project was estimated at $257,400.00 and was prepared by Morrison-Maierle. The low bid from Carr Coatings, LLC was $227,600.00, approximately 12% lower than the Engineer's Estimate.
BUDGET:
Monies for this project have been budgeted from the 1% Optional Sales Tax Fund #201-10-05-419-70-47420 in the amount of $400,000.00.
CONTRACTOR'S REVIEW:
Carr Coatings, LLC has no apparent problem with their bid.
