Council Consideration of a Bid Award for the  Base Bid and Alternate Additive 1 for the PMS 2015 Schedule A Project to Simon Contractors in the Amount of $1,160,789.70 (1% Project).
BACKGROUND:
The PMS 2015 Schedule A Project included a Base Bid and an Alternate Additive Bid.

Base Bid Work

The Base Bid includes work on East Boxelder Road from Energy Court approximately 2,000 feet east (just east of Home Depot).  The project will consist of patching failed sections of asphalt pavement, a surface mill and 2½ inches of asphalt overlay.  Prior to the overlay, the project will replace or repair about 200 feet of sanitary sewer and will replace the metallic water line fittings within the construction area.  The project will replace 5,500 square feet of sidewalk and add 4,250 square feet of new sidewalk, which will connect the existing sidewalk along the south side of Boxelder Road with the new hotel developments at the east end of the project.

Alternate Additive 1 Work

The Alternate Additive 1 Bid consists of improvements within Energy Court. The work includes approximately 250 square yards of full depth asphalt repair, an asphalt surface mill, and approximately 2,200 square yards of 2 ½ inch asphalt overlay.  This portion of the project, if awarded will be constructed after the Base Bid scope of work is completed as per the contract documents.

Traffic Control

The contractor will be required to maintain at least one lane of traffic in both directions on Boxelder Road throughout the duration of the project.  Access to 1013 Box Elder (Peabody Energy) and Cliff Davis Drive shall be maintained throughout the project.  One lane of traffic with flagging will be allowed. 

Bid Opening

Three bids were received, opened, and read aloud by the City of Gillette Purchasing Division at 2:30 PM on February 25, 2015.  The bid results were as follows:

No irregularities, minor or major, were discovered in the review of bids.

The contract allows 90 working days to Substantial Completion for the Base Bid and an additional 10 days to Final Completion. The contract also allows 15 working days to Substantial Completion for Alternate Additive 1.
ACTUAL COST VS. BUDGET:
Simon Contractors submitted the lowest bids on both the Base Bid and Alternate Additive 1.  The combined bid was 6.2% lower than the Engineer's Estimate combined bid and 16% lower than the average of the three bids.  The high bid was 27% greater than the low bid.

There is adequate budget to construct both the Base Bid and the Alternate Additive 1 Bid, as such staff recommends award of the Base Bid and Alternate Additive 1.

The funding for this project has been allocated from the 1% Optional Tax Account 201-10-05-419-40-44331.

I move for Approval of a Bid Award for the  Base Bid and Alternate Additive 1, for the PMS 2015 Schedule A Project to Simon Contractors, in the Amount of $1,160,789.70 (1% Project).
