SUBJECT:
Council Consideration of a Second Bid Award for the Water Tank Rehabilitation (Z1-R4 Southern Drive Tank) to BSP of Wyoming in the Amount of $531,600.00 (1% Project).
BACKGROUND:
This project consists of blasting and repainting the interior and exterior of the Z1-R4 Southern Drive Tank.  This project was awarded to Base Group at the February 17, 2015 City Council meeting.  The City sent the Notice of Award to Base Group on February 19, 2015 which required Base Group to provide signed contracts and contract security (Bonds) by March 10, 2015.  Since Base Group has not complied with the Notice of Award, we will be annulling their award and will be awarding the project to BSP of Wyoming.
ACTUAL COST VS. BUDGET:
The City of Gillette, Purchasing Division, opened bids for this project at the City Warehouse on Wednesday, January 28, 2015 at 2:30 P.M.

BID IRREGULARITIES:

This project was award to Base Group at the February 17, 2015 City Council meeting.  Base Group did not comply with the Notice of Award so their award will be annulled.  The next low bidder was Norvell Construction at $517,038.00 which is a non-resident bidder.  When you add the 5% residence preference to their bid, it would be $542,889.90 which makes them the third lowest bidder.  The second low bidder would be BSP of Wyoming for $531,600.00.

CONSTRUCTION ESTIMATE:

The total construction cost for this project was estimated at $562,500.00 and was prepared by Morrison-Maierle.  The second low bid from BSP of Wyoming was $531,600.00, approximately 5.5% lower than the Engineer's Estimate.

BUDGET:

Monies for this project have been budgeted from the 1% Optional Sales Tax Fund #201-10-05-419-70-47413 in the amount of $800,000.00.

CONTRACTOR'S REVIEW:

BSP of Wyoming has no apparent problem with their bid.

SUGGESTED MOTION:
I move for Approval of the Second Bid Award for the Water Tank Rehabilitation (Z1-R4 Southern Drive Tank) to BSP of Wyoming, in the Amount of $531,600.00 (1% Project).
